This paper was republished in "The complete works in philosophy, politics, and morals, of the late Dr. Benjamin Franklin", 1806. A waterspout is a tornado occurring over water that forms a column of water and mist extending between the surface and the clouds above. Waterspouts have a five-part life cycle formation of a dark spot on the water surface, spiral pattern on the water surface, formation of a spray ring, development of the visible condensation funnel, and ultimately decay. Benjamin Franklin (1706-1790), American scientist, inventor and statesman. Franklin showed that lightning is electricity by flying a kite carrying a metal key during a thunderstorm. This led to his invention of the lightning rod to protect buildings from lightning strikes.
